This is a very rare prototype Quetzalcoatl, an event prize from the 2009 WHF.
I don't know how to get it, but you can find out by researching, but there are very few of them, so the only way to get it is to get it as a prize there or steal it from Beyta, so it's a ridiculously rare metal Bey.

It doesn't seem to have been used much in battle.
I think it's much rarer than Aries, Jade Jupiter, Duo Uranus, etc.
