We believe the mat was added later as a gift inscription not the artist. The signature within the artwork itself, Poindexter 83, is the focus here.
We werent able to confirm the artists background, but this has all the hallmarks of 1980s regional illustration or animation-adjacent art possibly a school, studio, or commercial origin.
