This is a new and unopened Japanese toy that is an electronic game in the form of the Dragon Radar from the Dragon Ball series... you know, that device that Bulma made to find the Dragon Balls. Designed by Tamashii Nations as part of their PROPLICA series and distributed by Bandai Spirits.
Since it's an electronic game, it obviously requires batteries... the box says that the thing has batteries in it already, but are just for "demonstration purposes only", implying that you should probably have some spare batteries handy.
Also, I have no idea why the other people who have listed this same item decided to put this under the action figure category... it's clearly a electronic toy, not an action figure.
